NFPA 660 requires a dust hazard analysis to be performed or led by a qualified person, meaning someone who by knowledge, training and experience has demonstrated the ability to deal with combustible dust hazards. It does not require a professional engineer’s seal, and the standard’s own annex language makes the point that credentials such as PE, CSP or CIH do not by themselves qualify anyone to lead a DHA. Where a seal does get asked for, it is almost always coming from somewhere other than the code: an authority having jurisdiction reviewing a permit, an insurance carrier, a corporate procurement spec, or the point where a deliverable stops being analysis and becomes engineering design. NFPA 660 is the unified Standard for Combustible Dusts and Particulate Solids, effective January 1, 2026. It consolidates six previously separate standards — NFPA 61, 484, 652, 654, 655 and 664 — into one document. NFPA 68 and 69 are referenced by it rather than folded into it. The fundamental requirements didn’t change, but the organization, cross-references, and the audits written against them did. Facilities with a pre-2026 DHA need to confirm it still maps cleanly to the unified standard, and facilities without one are now squarely in scope.
