Usually not. NFPA 660 requires a dust hazard analysis to be performed or led by a qualified person, meaning someone who by knowledge, training and experience has demonstrated the ability to deal with combustible dust hazards. It does not require a professional engineer’s seal, and the standard’s own annex language makes the point that credentials such as PE, CSP or CIH do not by themselves qualify anyone to lead a DHA. Where a seal does get asked for, it usually comes from somewhere other than the code: an authority having jurisdiction reviewing a permit, an insurance carrier, a corporate procurement spec, or the point where a deliverable stops being analysis and becomes engineering design. We deliver qualified-person-led analyses. If your AHJ or carrier asks for a sealed report, your PE reviews our report, the revisions they request are quoted separately, and your PE seals it. NFPA 660 is the Standard for Combustible Dusts and Particulate Solids, effective January 1, 2026. It combines six previously separate standards (NFPA 61, 484, 652, 654, 655 and 664) into one document. NFPA 68 and 69 are referenced by it rather than folded into it. The requirements were reorganized into one document, so the organization and cross-references changed. Facilities with a pre-2026 DHA should confirm it still lines up with NFPA 660, and facilities that handle combustible dust but have no DHA need one.

The process-change trigger is the one that catches facilities, because a new material, a modified line, or a relocated collector means a review whether or not the calendar says so.
